Coaxial Hole in ProE 4

I'm trying to create a coaxial hole in ProE 4 according to the directions in the Getting Started Guide. The problem is that you need two references (the axis and surface), but the placement dialogue only allows one reference (the axis). The second reference box is grayed out, and you can't accept the feature. Any help? I also use ProE v3, and this is not the case.

Try picking the axis of the first hole first and the while holding down the
control key pick the second reference to
control the position of the second hole along the axis of the second hole.
