The quick answer is "NO", there is no way to prevent duplicate values in the family table. (Duplicate names are not allowed.)
Bill suggested below that the family table may be controlled by an excel spreadsheet. This spreadsheet can have macros and code in it to make sure that you cannot have duplicate entries.
Example:
instance x y z
inst_001 1.0 2.0 3.0
inst_002 1.0 2.0 3.0
would not be allowed in the excel spreadsheet.
My hesitation with this (beyond the fact that I'm not familiar with using excel this way) is a loss in associativety between pro/E and Excel. You would have to train the user to look at the spreadsheet before going to pro/E.
