Arbortext Question with conversions and format

I am looking for a solution for a company that has a job of roughly 5000 TMs that need to be converted from PDF to XML in the MIL-STD-40051 and then back into PDF form. From all that I have researched there are some tools that can do this but not perfectly (which is fine) since reading from a PDF and converting it is quite a process due to Adobe's formatting of the files. My question is, is there any plug-ins out there for Arbortext that can allow for this to all be integrated into it, with out the need of using multiple programs like Cambridge xDoc Converter? I was thrown this task out of the blue and have no real experience in it at all in this field but someone in all their infinite knowledge thought I would be ideal for this task. lol. Converting PDF to XML is not a simple process. And converting to 40051 is extra difficult. Editing 40051 in Arbortext Editor is easy, and you should be able to get the FOSI stylesheets to support it from the government repository or anyone who's done work with 40051 (like us).
