Disable tabs on Table Properties dialog

I am using version 5.3. When a user brings up the Table Properties dialog, is there a way to disable the first two tabs and make only the third tab (Borders) active. I want to do this if they select the Modify Borders button on the Table Toolbar or if they select the Table Properties menu item. Thanks.
