As Jason pointed out, the error is telling you that Epic cannot resolve the path to the graphic. A couple of things to check.
1. Make sure the graphic exists and is where the path says it is.
2. Make sure there is an ENTITY declaration for the graphic in the file that is using it, (not necessarily the FOSI).
3. Check the graphics path in your preferences (least likely cause IMHO).
This error is pretty straight forward. If nothing else, replace the graphic reference attribute with a known good graphic and make sure it is working. You won't need to do this if other graphics are displaying properly.
