Cleansing of classified information from Pro/E files

When our engineers move Pro/E files out from a classified (off network) room, they are required to interogate the files to ensure that classified information is not present. This is simply done with a text editor.
In some model files, we are finding mystery references to other files that should not exist.
We suspect that there was an external reference at one time which was eventually deleted.
We confirmed that there were no external references with : Info > Global Reference Viewer.
Yet, we still see something in the file that needs to be removed.
We tried using a text editor to delete or replace the reference, but this caused Pro/E to fail to open the files afterward.
Pro/E stated that the files were corrupt, and attempted to repair them, but failed.
We need to "cleanse" these files.


Any advice?

How can you be sure you are getting all the classified data out when most of the structure of a Pro/E part file is stored in a binary format?
There is some header data that can be seen as text in WordPad, but the guts of the construction history are in the binary portion of the file.
