Here is the response that I just received from PTC tech support:
This is in reference to call C7697036 where you have reported of not
being able to download Pro/ENGINEER Wildfire 5.0 datecode: M040 from the
PTC website.
This is to inform you that our IT team is aware of this issue and is
working to fix it with a 'High Priority'. I shall keep you informed
about the issue when it has been fixed.
