Line Display Tool not active when creating a table

This question has probably already been placed.  I have been working on a new set of formats for the company that I work for.  I am adding tables but I am unable to change the borders of the tables.  Any ideas on how I can turn this tool on?

Try selecting the complete table (Not a single cell, row or column) and that should activate Line display tool. You may use filter for Table selection.
