Quick Access Toolbar: adding commands to show in all modes...

I may be late to the show here, but is there NOW a way in CREO 2 (M030) to add commands to the Quick Access Toolbar that show up in ALL modes? I did a searchin the forums and found lots of complaints, but didn't see any solutions, though there was a lot of discussions so I might have missed it so I thought I should ask here.
