It turns out that the format of the version for the dll specified in the
CLASSID attribute of the OBJECT tag changed for 1.5 from what it was in
1.4 and below.

In 1.4 the jre's dll (which Windows finds in the registry using the
classid) has a fileVersion like 1.4.2.130 (for jre 1.4.2_13). This
matches the documentation for the #Version part of the
"wt.taglib...iepluginurl" site.xconf setting.

As of 1.5 (1.6 is similar) the file version shows as 5.0.110.3 (for jre
1.5.0_11-b03)

In 1.4.2.13 the version part of the CODEBASE attribute needs to look
like this: "#Version=1,4,2,13"
for 1.5.0.8 the version part of the CODEBASE attribute needs to look
like this: "#Version=5,0,80,0"

so my two settings in the site.xconf file for dynamic versioning now
look like this:

and it is working now to allow any version of 1.5.0 above 8.

I never did find a site spelling this out for 5.0, but the 6.0 developer
docs showed it's version tag like "#6,0,....."
