Here is a brief summary. Special thanks to Patrick Williams and Robert A.
Monat for their quick replies.

If you are on XP, then in the command window, run Microsoft Visual Studio
.NET 2003\vc7\bin\vcvars32.bat. It will set up the environment.
Alternatively, you might use the IDE. If you are on XP x64, after
installing the SDK, choose the appropriate option from the Start menu SDK
button. Again, it will set the environment.

You need to put C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\bin
in your path statement. In addition to that the make file will not find
all of the include directories and library directories such as:

C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\include
C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\lib
C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\PlatformSDK\Include
C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\PlatformSDK\Lib

If you use the IDE then these directories should be setup for you. If you
suspect they are not then open the IDE and click
Tools->Options->Projects->VC++ Directories.
