Unlocking and Debugging Pro/Toolkit application on system with Pro/Toolkit License

Dear member
I have system with Pro/E Toolkit license. Each time i have to test my application, it requires to be unlocked, which takes 15 minutes.
Can anybody tell me where i am wrong? Application is working fine ( i do not need to unlock aplication) on the system without Toolkit license.
