multax troubles

Hi all -
I am having some issues with the post outputting A and C moves after a
tool change for mutli axis work. I specify the machine csys in the
operation and a seq. csys for positioning. My first seq. is a drill and
positions just fine, then for a toolchange, A goes down to 0, brings in
the next tool (endmill) and I run a volume milling seq, but the post
doesn't output the A and C move to get back to position.

I have the same seq. csys selected for the volume milling seq. and the
holemaking seq. If I insert A-90.C-100. at the end of line N26 all is
well, cuts where it is supposed to. However, all kinds of bad things
could happen if I didn't insert that text.

I can select 5 axis holemaking and pick holes in all different planes
and each orients correctly. It just seems when I put the 3 axis only
type seq. with 5 axis capable seq. is when it balks. I have the tool
change coords input under the machine codes:tool change section of the
post.

Any ideas?

Here's my G code:
