Drawing File Confused by Updated Format

I created a format. I then created several drawings from that format. Some time later I modified the format by moving the title the revision block. I went to each drawing and updated the format and everything looked good. The next day I went to look at the drawings and I found that title and revision block lines were in there original positions. However the contents of the cells were in the new correct positions. Some how there is some residual memory for the original location of the title and revision blocks. The same phenomenon is happen amongst my self and three other co-workers, so I know I'm not crazy. Has any one experienced this? Does anyone know how to correct this? Thanks in advance. P.S. I attached an image of the symptom. Spec's: ProE WF3 M120 Windows XP Pro
