Yes, I've done this in the past. Check out http://support.microsoft.com/default.aspx?scid=kb;en-us;839013 for details on setting up the MS Loopback Adapter. When I did that in the past the MAC address was 02-xx-xx-xx-4F-50 on an HP Omnibook 6000 back in 2004, so I just submitted that for the appropriate License File. Let me know if you get the same MAC address or not, I'm curious how MS Loopback Adapter behaves.
Alternatively, can you install as a locked license and skip the License Server requirement?

I am preparing a standalone PC for a secure-room project.
It won't be on any network.
I'll be installing Pro/E WF3 and it's FlexLM services to support this one license.
I already know how to disable the mediasence so that the Ethernet port stays alive.
However, our secure-room admin would prefer to disable the Ethernet port.
He asked if we could use the Microsoft Loopback Adapter, which is a virtual network device.
Has anyone ever tried this and can share their experience?
