Displaying Site under maintenance message to users

When there is any planned outage activity on the application and if we stop the application services the users may experience "Internet Explorer cannot display webpage" error.

In this regard, is there a way to direct the server requests during the above scenario to a webpage which displays a standard message that the "website is under maintenance".
