I want to create a state when registering as a member or a state when creating a subproject as Exp.

When you register a member in the sandbox or create a subproject, the state is created as Baseline rather than Exp.
When establishing the project baseline, it should be set to Baseline, but when registering members or creating subprojects for the first time, the state is set to Baseline, which is why it is difficult.
I'd like to set it up as Exp as shown in the picture, so what kind of solution is there for that problem?
