As per this thread, similar issue:

I am getting same error while create requirement document using PTC integrity GUI windows. please look into it error is "Could not save item:MKS124312:Can not create item type of requirement document"

The thread you refer to does have a solution, but it talks about command line and you mention GUI so that doesn't seem to be identical.
Please give more details about your problem.
