Request help to Change the Role as "Chalk User" or "Business Admin" from "Primary Admin" Role selected by error

Each org must have a primary admin assigned. As primary admin, you’ll need to assign another user as primary admin first. Doing so will automatically switch you to a business admin.

My customer was assigned as Primary Admin and he wanted to switch it to other Business Admin.
He couldn't change his account as Business Admin.
And he couldn't change other Business Admin as Primary Admin also.
Is there any procedure to assign other Primary Admin?

Could you please provide screenshots of the Primary Admin unable to change other Business Admin as Primary Admin?
Is he seeing any error message after assigning one as Primary Admin? Or there's no Primary Admin option to select?
