You can probably create your own includeFilter. However there are 23 actions with name of delete (Windchill PDMLink 11.0 M020) so it might take a bit to figure out exactly which delete action you need to tweak. I would start with the one for type = object.
Keep in mind this will only hide the delete action. It will not change permissions (ie Policy Administration).
