They are actions set hidden=”true”
On the action wizard steps. You can figure out names easily by opening jsp page in editor for the one appearing in the popup window URL.
Be careful wizard form processor may complain the data is missing from those steps. If so, you can use javascript to hide them or css as an alternative.
You can also wizard step visibility from same jsp file aforementioned. JSP taglib provides details there.
