Intralink 10.0: GROUPS at Org Level

Fellow 'chillers,

In the scant five months since my Windchill/Intralink install, much is still a mystery to me. Here's a mystery I hope someone can shed some light on.

When logged in as orgadmin, I navigate to the Organization. When I expandthe Organization structure, I find two places at which I can create a Group. I can navigate to "Groups" and create a Group there. Or I can navigate to "Utilities" then go to "Participant Administration" and create a Group there.

Here's the mystery: Is there any difference between the two locations? Is a Group created at one location identical in nature/behavior to a Group created in the other location?

I am hoping that these are simply two locations for accomplishing the same task..., but like much of Windchill/Intralink, I don't see this explicitly discussed in the documentation.

TIA for your insight.
