Does your user use large font sizes with the OS? Several issues can arise from that one setting, including the inability to scroll within the embedded browser web page and garbled web page display. If so, try dropping the font size percentage within the OS.
Has the user fiddled with your standard deployed script permissions (Internet Explorer > Tools > Options)?
If not either of those two, well, I'll keep thinking about it.
