New Attribute not showing in Advanced search

I have created new Attributes on a Change Request and those are selectable as search criteria. When I create attributes on document they seem to be hit or miss when it comes to seeing them in the Advanced Search for that doc type?

What am I missing? I have created documents with those attributes selected.

Do they need to be indexed first?

I think I am getting close to my problem. The document with the attribute is in just one Library, if I search within just that Library I see the attribute as a search Criteria. If I Search In 'All Contexts" (the default) or 'Library" then its missing .
