When two of my Windchill users are trying to request a promotion they get this error. I have been trying to find an answer to this. Any help from you guys would be fantastic. Thanks in advance.

You haven't specified which version of Windchill you are running however if you are running early versions of Windchill 10.2 you could be seeing the error shown by this article CS172679:
