When you have a workflow assign a task, it generates an email to the assignee. If that person reassigns the task, there is no email generated for the new assignee. Is this something that can be done at the system level or with customization of the task widget?
We have a regulatory signoff as part of our change request process with a task assigned to the regulatory managers. In most cases, they will reassign the task to someone else in the corporation who is more knowledgeable in that specific area for the approval. We do not want to add all possible names to the list of who may approve the request, which is why the managers do the reassignment.

In my system, when I reassign a task to someone, they get the same email notification that the original assignee receives. This of course requires that checkbox "send notification" to be selected on the task in the workflow template.
It is true that it doesn't say anything about "reassign" ... but there is an email nonetheless. I think I've always experienced this behavior - both 9.1 and 10.2.
When we were looking at some other issues with notifications, we noticed that the prior admin had not checked all the 'send notification' boxes. We have corrected that and we do now get notifications for more task assignments. I don't think we have had any reassignments since then but I could add a fake one to test it.
In my experience this is very robust.
If you re-assign via calendar delegation, both the assigner and selected "forward to" users get emails confirming the delegation and for each task that the task has been forwarded.
If you re-assign for one task, then the receiver of that task gets an email slightly different - it says that it has been re-assigned from user ABC.
