Shouldn't SPR's be filed internally on lost functionaity on software upgrades?

If there was functionality in Intralink 3.4 and now is missing in PDMLink 9.1, isn't that regarded as an SPR? Why is it the TC's responsibility to spend time on missing functionality and not filed internally as an SPR? Enhancement requests seem to linger without updates, priority or communication with the requester?
