Yea believe it still uses template processors from 8.0 to be backwards compatible on the collectors. They make the PR an IBAHolder so you can use it the way your thinking. Just have to be able to know how handle making your own create page. Something it sounds like is not worth the cost or expense. I had heard that the Promotion request wizard becomes like the other wizards in the next X20 release. Maybe a PTC person can enlighten us all.
