I am using Windchill PDMLink Release 13.1 and Datecode with CPS 13.1.0.0

Is it supposed to auto-start since it's kind of OS service?

It is intentionally not on auto-start by PTC. Since it is a Windchill service. not the windows service. 

it doesn’t come up before Windchill/WVS is ready. I want it to start the worker service as the server comes back up.

I take it your worker is on the same server as Windchill application?
