Thanks for solving my problem so quickly! I asked two questions so here
are the answers:

Question 1: How do you determine if the status of the database
(read-only or read-write)?

Answer:
The PDMServerStatus program returns, in my case, "0" if it's in
read-write mode, and "7001" if it's in read-only mode. To get this
command to run, it's probably best to put it in a batch file as follows:

set path=%path%;<dataserver loadpoint=">\intralink\ilink_lib
set PDM_ORA_APPL=intralink
<dataserver loadpoint=">\intralink\obj\PDMServerStatus INTRALINK INTRALINK
------------

Question 2: How do I fix my batch file (why does it stop running after
the ilink_export command)?

Answer:
Preceed the line with the ilink_export command will the "call" command
as follows:
call <ds loadpoint=">\intralink\export\ilink_export manager intralink.dmp
