workflow - set up participants activity

Within this workflow activity how can I have the Set Up Participants table toggle off? All of the users (participants) are selected. It's a pain for the users to uncheck the long list of users unnecessary in the workflow. I need this list of users to start out as unchecked in the Set Up Participants table.

map the users into a different role or user-group, then set the resource pool for your workflow activity participant to the different role.

You can turn on the legacy setup participant applet if you are on WIndchill 9.1. We have turned on in production 9.1 and it works fabulously.

Windchill 10/10.1 has a pretty good interface but 9.1 table view is practically not usable for long list of users per role.
