I have been using Creo Elements/direct personal edition for the past month or so designing a bike. I thought the entire time that I would be able to export to a usable file type for machining like step, but since I cant, does anybody know of any way to convert/export the .pk2 files to .stp or .step?

The closest you can do with your package is an STL which is a facet file.
I haven't found anything to make a good step out of a facet file yet but your fabricator might.

...and welcome to the forum, Evan!
Thank you! I think im just going to redraw them in the student version of Creo 2.0, then I can just save it as step and not have to worry about stl files and converting them.
Good luck, Evan. I will also suggest you can output 2D DXF from Elements Express to create underlays in Creo Parametric if that helps.
