Drilling starting plane in Creo

We often have multiple parts on a pallet. For example we have a fixture with 8 pieces of a part. The top surface of the parts are all in the same plane. In WF3 when we definea hole sequence we would select the top surface of one of the parts as the starting plane for the drilling. WF3 would then drill all of the holes in thehole set on all of the parts. In Creo when we select the top of one of the parts as the starting plane only the holes in that part are drilled. We have to define a datum plane at that Z level to drill the entire hole set. PTC says that this is per the intended functionality in Pro/ENGINEER Wildfire 5.0. Holes which are present in the extent of a given surface, only those holes will be considered for machining. Has anyone else seen this?
