Failed to Save an OLE object (Adobe Acrobat) in Windows 10 1809

When I insert a large pdf into a drawing. I get the error "Failed to save an OLE object (Adobe Acrobat Document) inside the drawing. Consider inserting a smaller file. Can't save my drawing with the pdf image inserted into the drawing. I need to insert images into my drawing to represent schematics The files need to come from larger diagrams PDFs to get the small details to show. However, the size of the imported file does not have to be larger.

I was able to insert the a PDF object that was 40x40 when I used Windows 7 and using Windows 10 version 1607. When I switched to Windows 10 1809 or 1909 I am no longer able to save the drawing with the image in it. I get the error referenced above.

The process for repeating the error is:

1. Open up the drawing contained in the zip file.
2. insert the 40x40 pdf into the drawing.
3. Save the drawing.
4. Get the error. The image is not saved into the drawing.

I have tried changing the registry settings suggest by

It did not solve the issue. Any ideas why Windows 10 1809 does th

If it helps at all, I am on Windows 10 1909 and it works. At first it didn't, but I added the registry value below, restarted Creo and it worked. I am using Creo 5.0.5.0.
