Have to hit Ctrl+a to start a part or drawing

Why do I have to press ctrl+a to start working in a part or drawing?  Currently in creo 4.

Hi,

maybe your config.pro file contains ACTIVATE_WINDOW_AUTOMATICALLY NO option.

    That was set to yes.  I added it to the config file and it still did not help.
