Yes... assemble them and activate the master part.  You can now Merge another part in the assembly into the master (which is now active).  You can do an Add or Cut using this process.  It can also be touchy about what geometry it will try to merge.

Does this apply to Creo Direct?

Oops... I always miss that.  No, that would be Creo Parametric.
