One test is to log into the CAD Worker machine, start Creo, and open the assembly using Master Rep. If the assembly opens without any failures, then it should publish. The Creo View Adapter used for publishing has to open all assemblies using Master Rep.
Hopefully you don't see this error very often...we keep track of our failure types and this one is definitely rare. Opening the assembly in master rep as Lance suggests is a good approach. This appears to be extended positioning assembly type of which I'm guessing you have a unique feature in the model tree that is not yet designed into the adapter. Will require a case with Tech support more than likely.
As an alternate thought here...we consider it bad practice to put assembly level cuts (assuming this is why you are using extended PA) in large assemblies. A solution may be to change this assembly to positioning assembly and put the feature causing it to be extended pa into a smaller sub-assembly with the necessary parent components in that smaller sub-assembly.
