Thanks to the respondents, and kudos to Terry Partridge for the solution. Apparently if you put the selection filter to Datums and pick the CSYS in the graphics window, you CAN mirror a CSYS. Pro will mirror a CSYS as a graphics item, but not as a feature. Granted, it comes in upside down because as Darren Guidry pointed out, a "true" mirror would be a left handed CSYS which Pro/E does not allow. But at least I can get a CSYS where I want it in 1 step instead of 4.

If I set the selection filter to Datums, and then select a csys, I can then select Edit > Mirror. Does this work for you?
If not, let me know, and we can communicate about a shortcut to create a csys on top of another component's csys.
