I am trying to place a surface finish symbol on a drawings and the message box at the bottom says,
"The selected surface is already consumed by surface finish sf0 as a restricted reference. Select another surface"
Where would I find sf0, and how did it get consumed?
You should be able to see them in the model tree if you turn on annotations or in the drawing tree if you are in a drawing.
I found it. Didn't know that it made a feature. I am used to dumb symbols that were put on drawings.
How do I get rid of the leader and just attached to the point where I want it to attached.

So, I'm guessing that the surface finish symbol in this case was created at the model level, and not the dwg level? I have doubts about the "drawing-less" move to pure model based definitions now because of issues like this.
to resolve this follow the steps
1. open the model.
2. go to annotate
3.go to Semantic Query.
4.and select the surface it will be highlighted along with annotate.
5. select the annotate and right click. clear it
6. save the model and go the drawing sheet it will remove.
7. added "Add Highlighted annotate to Combination state"
8. select and delete it and save the model. go back to drawing it will resolve
