To have config option to enable draw scale to dynamically update according to the scale defined in the latest view placed in the Drawing. This should happen irrespective of any representations used in the view.
Business justification: Whenever a view is placed under the config option default_draw_scale with value -1, the view will get placed with scale defined by creo based on sheet size the overall dimension of the 3D model. the Default value of the draw scale in the Title block do not get changed automatically while the scale of the view will be different than draw scale. This leads to confusion when sent to vendors.
