Creo View 3.1 Annotation Sets Tab?

Creo View 3.1 Annotation Sets Tab?

When I start Creo View 3.1, it defaults to the "Model" Tab in the upper left column.

 

Can I get it to default to the "Annotation Sets" Tab so the user would immediately see all the Annotations Sets available?
