History: back in 2014 in 6.1 M040 we turned on the rewritten DITA rds (resolved document for styling) code.
At that time, we introduced a setting
set ditausenewrds="on/off"
This setting was intended to be temporary. It was a way for customers to revert to the old code if they found an issue. Once the issue was fixed, they were expected to change the setting to "on".
It is 8 years later, and time to deprecate this setting. The "old" rds code is not supported, and any issues should be reported to Technical Support for resolution.
We expect that starting in Arbortext 8.2, the set ditausenewrds="off" will be a "no-op" and all customers will use the "new" rds.

Thank you. This is helpful. The setting is on by default and it was preventing certain conrefs from working for me, specifically in a vanilla concept file (as opposed to an explicitly DITA concept file). Changing the setting to "off" solves the problem. However, I realise this is a temporary solution, and the file needs to be replaced by one of DITA type.
Update: This setting will not be available starting with Arbortext 8.2.
If customers are using the set ditausenewrds="off" setting, it will have no effect in 8.2 and they will be using the new RDS. If issues are found with the RDS, please file a technical support case.
