Custom CSS help

I'm having trouble applying custom css rules to my html file. I've followed the instructions from the Arbortext Help but I see no changes to my file. Am I missing out on something?

I recently found that when I was making changes to a CSS I use the changes were also not being applied. I found I had to delete the browser cache to get the changes to show up.
