I'm working on a file that uses the MIL-STD-3001 XML standard. When I open the file in Arbortext, it turns context rules off, telling me that an element is out of context. Looking at the DTDs, that element is a valid child element of the parent that contains it. Deactivating and reactivating the style sheet sometimes allows me to turn context rules back on, but the problem comes back when I open the file. Has anyone else had this experience? Any troubleshooting tips?

I have not seen that particular behavior. I've worked with MIL-STD-40051 and 38784.
Most of the MIL-STD are SGML-based. Have you tried recompiling your DTD? When working in a different versions of Arbortext, recompiling the DTD can correct context issues. Arbortext will sometimes ask you to recompile especially if you have changed versions of the software.
