This is one of the features most lacking in Isodraw (along with the inadequate macro language).
You can stretch individual lines in Isodraw as you've always been able to do, but you can't window an area and stretch it as you can in proper CAD programs.
We still use 7.0, though there's nothing in the what's new guide for 7.3 that indicates they've added this feature.
