Creating a diaphragm shape

I am trying to create a retainer for a conical shaped membrane. Of course I could model this in the final form, but then I need to create a 2D version with relief cuts. Someone probably knows a better way?

Rough dimensions 8" OD 4" ID about .093 thick.
