Probably not, but some things can be done.

Detail items can be related to views so that moving the view causes the item to move with it, though the positioning remains vulnerable to changes when the view size changes - PTC records detail item positions based on some ratio to the height and width of the view for those items that are related to a view.

Detail items (notes, symbols, sketched geometry, created dimensions) can be grouped, except for items that are hatched/filled**, unless a circuitous process is followed. You also can't group items that are already in a group nor group grouped items, both of which many 2D packages do allow.

Tables can't be related to views and might not be groupable.

**PTC considers the hatch/fill to be a group, separate from the items that were selected. It creates a new boundary for the fill. It is easy to move just hatch/fill or just the boundary leaving the two items disconnected. Hatch/fill has no geometry reference so there is no precise way to realign them.
