Thanks to everyone that responded. The route I'm going to take for now
is to hide a layer which contains the annotation features within a
mapkey. The nice thing for us is that we've been using the
automatically created layers (def_layer) with rules to place certain
features....so I didn't have to do much setup.
The encouraging news is that PTC has added an annotation visibility
button to WF4....
