Doug,

The Unified Workgroup Manager (UWGM) refers to the newest architecture
of the CAD workgroup managers -- we've taken the core java code of the
Pro/E WGM and extended it to our other supported CAD applications so
that all WGM development is on the same track. Although the "UWGM" does
technically apply to Pro/E, it's rarely referred to that way since it's
integrated into Pro/E.

The TAN you refer to seemed to be for a CATIA compilation error, so I'm
not sure why it was listed in the Pro/ENGINEER product queue -- probably
just a data entry mistake.
