This was annoying for me also.
If you zoom in approx 3 times, your scale will be around the 1 inch mark.
OR in your start part make an extrude feature on each default datum plane that are around 1 inch in size.
I have three features in text FRONT, RIGHT, and TOP, I delete two of them and use the other for my first feature

Sketched entities can be proportionally scaled down or scaled up and rotated or translated as below,
>>Select all entities (sketch) that needs to be scaled
>> select scale option from sketcher option (side to mirror option)
>>change the scale value by decimal numbers
